Through the efforts of four divisions, this department is responsible for orderly development within the City. The Planning Division performs current planning functions which include the ongoing review and processing of development plans, as well as advance planning for future development needs. The Building and Safety Divisions check building plans, issues permits for construction work and inspects structures to ensure code compliance. The Housing Division administers block grant funds as well as rehabilitation loans and grants. Under a contract, the City Engineer is responsible for design and preparation of specifications for public improvement construction projects such as streets, storm drains, traffic signals, etc.

The La Verne Redevelopment Agency (LVRA), housed within this department, is a statutorily separate body from the City. The LVRA promotes La Verne's long-range goals through the elimination of blight: acquisition, assembly and development of land; and a variety of economic development and housing activities. The City Manager serves as Executive Director of the LVRA.
