The Metro Gold Line Construction Authority was formed in 1999 to design and build a light rail line from Los Angeles to Montclair. The first phase of the project was fully funded with state and local money at the beginning of construction and was completed on time and under budget. The first phase connects the cities of Los Angeles, South Pasadena and Pasadena. The Metro Gold Line links commuters to the regional transportation network at Union Station in downtown Los Angeles and opened to the public on July 26, 2003. More than 150,000 riders boarded Metro Gold Line trains during its first weekend of operation.
The 12.3-mile extension of the Metro Gold Line system, will include six new stations, including one in the City of La Verne (see artist rendering below). The FA and MCA lay the framework for $1.4 billion to be available to complete the Los Angeles County portion of the project (from Glendora to Claremont), and the roles and responsibilities of the Foothill Gold Line Construction Authority (Construction Authority) and Metro as partners to complete the line in the coming years. The Construction Authority continues to work with San Bernardino County to fully fund the portion of the project from Claremont to Montclair.
The Foothill Gold Line light rail extension from Glendora to Montclair broke ground in December 2017. The first few years of the project is being spent relocating utilities along the 12.3-mile rail corridor and hiring the design-build team to build the $1.5 billion, six-station project.
The Foothill Gold Line Construction Authority (the agency responsible for overseeing the project) is currently underway with a multi-step, competitive process to hire the design-build team. Already, the initial seven interested teams have been narrowed to the four most qualified. These four will propose on the project, and the team providing the best value will be hired (the contract award is anticipated in October 2018). The winning bidder will spend the first year finalizing the engineering drawings and preparing a construction schedule. Major construction is expected to begin in 2020 and take six years.
Major changes expected in the city of La Verne will include a new light rail station and parking facility located north of Arrow Highway and east of E Street, between the University of La Verne and the Pomona Fairplex. As part of the project, permanent changes will include: safety enhancements at all street crossings (raised medians, red curbing and turn restrictions within 100 feet of the rail corridor), the existing freight track will be relocated to the northern half of the rail corridor, new fencing and walls along the entire rail corridor, and new overhead lines to power the more than 200 Gold Line trains anticipated to run daily. Additionally, the Foothill Gold Line Construction Authority is coordinating with city of La Verne and California Public Utilities Commission to identify the best configuration for the White Avenue rail crossing (more information will be known in the coming months). Freight and Metrolink tracks will remain at-grade (street level) through the city of La Verne.
