Business Licenses

Every person, corporation, partnership, etc., conducting business operations in the City is required to obtain a City of La Verne business license prior to commencing such business activities. City of La Verne offers three ways to obtain a business license application:

  2. By contacting the Business Licensing department at (909)596-8722, we can mail or fax you the application.
  3. If you would like to apply in person you may pick one up at the Finance counter at City Hall.

Before you apply please contact the business license office to discuss the details of your particular business operations. Inquire about the Certificate of Use and Occupancy permit, city zoning requirements for your type of business, and its planned location before signing a lease. This information may be obtained from the Community Development Department at (909) 596-8706 Monday-Thursday from 8 a.m.-1 p.m. In addition to obtaining the business license, you must also comply with all City, County, and State regulations for zoning, building, health, and safety.

The City accepts payments in the form of cash and check only.

Display of Business License

All Business License Certificates must be posted in a conspicuous place upon the premises where the business is carried on. For those businesses not having a fixed place of business in the City of La Verne, the certificate must be physically carried on the person and presented upon request. 

Transferable - Change of location, change of ownership, and/or change of business name.

A license shall be transferable upon application, and paying a fee of ten dollars. The license may be amended to authorize the transacting and carrying on of such businesses under the new license at a new location, under a new owner, and/or new business name. A new Certificate of Use and Occupancy or Home Occupation Permit will be required and can be obtained from the Community Development Department.

Duplicate license—Fee.

A duplicate license may be issued by the license collector to replace any license previously issued under this chapter which has been lost or destroyed upon the licensee filing a statement of such fact, and at the time of filing such statement paying to the license collector a duplicate license fee of ten dollars.
Change of business address within the City
To process a change of business address, advise the Business License Department in person or in writing of the address correction. A new Business License and/or Home Occupation Permit, and Certificate of Use and Occupancy must be filed.

Expiration and renewal of Business License

Your Business License Certificate expires on December 31 each year. Once you have obtained a license, a renewal notice will automatically be mailed to you before the expiration date. If you do not receive a renewal notice, please contact the Business License Office. Failure to receive a renewal notice does not relieve the business owners’ responsibility of renewing the Business License.

Business License Fees

Your business license fee as well as the application processing fee of $30.00 must be paid when the application is submitted. Below is a selected list of fee schedules. Please contact the Business License Department if your businesses fee schedule is not shown.

Retail, service, or wholesale business
License fees for retail, service, and wholesale businesses with a fixed place of business in the city shall be according to the following gross receipts schedule, unless otherwise specified in this code:

$0-$10.000.00 $30.00
$10,001.00-$25,000.00 $45
over $25,000.00 $45.00 plus $0.30 for each $1000.00 or fractional part thereof to $1,000,000; plus $0.20 for each $1000.00 or fractional part thereof to $5,000,000.00, plus $0.15 for each $1000.00 or fractional part thereof in excess of $5,000,000.00

Professional and semi-professional business
License fees for professional and semi-professional businesses with a fixed place of business in the city shall be according to the following:

Annual Gross Receipts Fee
$0-$10.000.00 $35.00
over $10,000.00 $35 plus $0.40 for each additional $1,000.00
or fractional part thereof.

Manufacturing business
License fees for manufacturing businesses with a fixed place of business in the city shall be according to the following schedule: A. For the first person employed, fifty dollars B. For the next ninety-nine persons employed, four dollars and fifty cents each; C. For all other persons employed, three dollars and fifty cents each.

Multiple Dwelling
Every person engaged in the business of owning and/or operating an apartment house, hotel apartment house, duplex, apartment court or bungalow court, and other multiple dwellings shall pay an annual license fee of thirty dollars plus one dollar per one thousand dollars of annual gross rental receipts, exclusive of utility charges and service fees. (Prior code § 6401.04)

Single-family dwelling
Every person engaged in the business of renting five or more single-family dwellings, either on the same parcel or separate parcels in the city, shall pay an annual license fee of thirty dollars plus one dollar per thousand dollars of annual gross rental receipts exclusive of utility charges and service fees. (Ord. 795 § 3 (part), 1989)

Commercial Property
Every person engaged in the business of renting or leasing land, vacant lots, offices, stores, industrial plants or any building or structure of any kind on land located in the city and rented to a tenant for purposes other than dwelling, sleeping or lodging shall pay an annual license fee as follows:

Annual Rental Receipts Fee
$0-$25.000.00 No fee
above $25,000.00 $100 plus two dollars per $1,000.00 of annual receipts
over $25,000.00.

Hotel, motel, sanitarium, rest home, home for the aged
The license fee for conducting or maintaining a hotel, motel, auto court, roominghouse, boardinghouse, infirmary, sanitarium, convalescent home or hospital, resthome or home for the aged, as defined in this title or Title 18 of this code, shall be as follows: thirty dollars plus one dollar per one thousand dollars of annual gross rental receipts, exclusive of utility charges and service fees.

Outdoor advertising, bill posting
Every person conducting or carrying on the business of outdoor advertising in the city by means of bill posting, sticking, tacking, affixing, or painting bills or signs to or upon posts, fences, walls, billboards, vehicles, buildings or other structures shall pay an annual license fee of three hundred dollars or thirty dollars per day, whichever is the lesser sum.

Contractor, developer, or subdivider
Every person conducting the business of contracting, subcontracting, developing and/or subdividing within the city shall pay an annual license fee according to the following annual gross receipts schedule: The term “gross receipts” shall include only receipts from jobs or projects located within the city limits; provided that any contractor, developer, and/or subdivider maintaining a fixed place of business within the city shall be required to pay the annual license fee as set forth in this section.

over $25,000.00 $75.00 plus $0.30 per each $1,000.00 or fractional part thereof to $1,000,000.00, plus $0.20 for each $1,000.00 or fractional part thereof in excess of $1,000,000.00

License for less than a year

When any business shall be commenced more than three months after the beginning of the license year, applicant shall pay three-fourths of the annual license fee as provided in this chapter. If commenced more than six months afterward, the applicant shall pay one-half of the fee provided, and if commenced more than nine months afterward, the one-fourth of such fee.

Vending machines and mechanical devices
Every person not having a fixed place of business within the city who owns or conducts the business consisting of vending machines or mechanical devices which are placed or located within the city shall pay an annual license fee in accordance with the following gross receipts schedule: thirty-five dollars for the first five thousand dollars or fractional part thereof; plus three dollars for each additional one thousand dollars or fractional part thereof in excess of five thousand dollars. No license fee shall be required for the operation or maintenance of any postage stamp machine.

Wholesale, jobbing, retail, and other businesses 
Every person without a fixed place of business within the city engaged in business or otherwise in the selling of goods, wares, merchandise, services or other things of value and not otherwise specifically licensed in this chapter shall pay an annual license fee according to the following schedule:

License for less than a year

Wholesale delivery
Every person in the business of wholesale delivery by vehicle to any established place of business in the city of any goods, wares or merchandise with annual gross receipts equal to one thousand dollars or more per year and not having a fixed place of business in the city shall pay an annual license fee of fifty-five dollars. Those with less than one thousand dollars annual gross receipts per year shall pay an annual license fee of thirty-five dollars.

Retail delivery
Every person without a fixed place of business within the city engaged in making retail deliveries within the city shall pay an annual license fee of eighty-five dollars, except those persons making fewer than five retail deliveries during any three-month period and after having signed an affidavit to that effect on a form provided by the license collector, shall pay a license fee of fifty-five dollars.

General maintenance services
Any person not having a fixed place of business in the city and who is doing business within the city by way of general repairs and/or maintenance services shall pay an annual license fee in accordance with the following annual gross receipts schedule:

METROLINK NOTICE: TRAIN TESTING ON SAN BERNARDINO LINE

In preparation for passenger train services to the new Metrolink San Bernardino – Downtown Station in December, Metrolink will be conducting our train testing on the San Bernardino Line between the San Bernardino and (future) San Bernardino - Downtown Stations in the next two weeks. Testing is scheduled to run from Monday, Dec. 4, 2017, until Thursday, Dec. 14, 2017, during regular Metrolink service hours.

 

 Depending on testing needs, trains will run approximately every 30 minutes between the two stations. Based on federal law, Metrolink engineers are required to blow their horns at every crossing for the safety of the public.For safety reasons, crossing gates will activate and crossing warning systems will function for up to one minute during testing.This schedule is subject to change. Metrolink will keep residents informed of any updates.
